Number Three— In New Mexico—the move by the Governor to declare that she is the sole arbiter of what rights her citizens will have—is coming under a barrage of attacks and heavy scorn—for declaring that she can suspend the US Constitution if she sees fit to declare some sort of statewide emergency—
