President Donald Trump’s administration is moving to change who counts when Washington divides up political power after the 2030 Census.

According to a report in Breitbart News, President Donald Trump’s Department of Commerce proposed a federal rule Wednesday limiting the population used for congressional apportionment to U.S. citizens and lawful permanent residents. That would exclude illegal immigrants as well as some foreigners legally living in the country temporarily.

Currently, the census counts citizens and noncitizens living in the United States. Those population totals determine how the 435 seats in the U.S. House are divided among the states and play a major role in redistricting.

Trump has long argued that people in the country illegally should not boost a state’s representation in Congress. And we know EXACTLY whose representation is being boosted, don’t we?!

The numbers also affect the Electoral College because each state’s number of electoral votes is based on its total representation in Congress – its House seats plus two senators. That means population counted in the census can ultimately influence not only representation in Congress, but also how much weight each state carries in presidential elections.

The proposed change could shift political representation and federal funding away from states with larger noncitizen populations. But getting there may require a court fight: the 14th Amendment says House seats are apportioned according to the “whole number of persons in each State,” and legal challenges are expected.
