New York City’s new Racial Equity Plan [1] clocks in at a hefty 375 pages, and if you’re looking for a simple takeaway, here it is: the city plans to rethink just about everything – from budgets to hiring to policing – through the lens of race. According to the press release, the plan exists to “establish a new framework for how New York City measures affordability, understands inequity and plans for a more equitable future.”
What it really is: DEI on steroids.
The plan, released on Monday, doesn’t come right out and say that “white people are evil” but it might as well have. It repeatedly compares inequities between white residents and everyone else and treats all gaps as proof of systemic racist practices by the government.
According to the Equity plan, disparities in housing, income, education, and health aren’t just unfortunate – they’re the result of decades of government decisions that have favored some communities over others. And now, city leaders say it’s time to “fix” that.
The plan sets a clear benchmark: outcomes for all groups should match those of white residents. If they don’t, the system itself is considered the problem – and subject to overhaul. That means city agencies are now tasked with dissecting everything – who gets services, who pays fees, who gets hired – through detailed racial data.

The report, which is titled “New York City Preliminary Racial Equity Plan,” calls for “budget reallocation,” “targeted investment” and “reversing past harms” in historically underserved neighborhoods. Translation: money will get shifted intentionally based on race.
There’s also talk of reviewing fines, fees, and revenue streams by race, with an eye toward restructuring them with an “income-based sliding scale.”
More than 45 agencies are involved, with over 200 goals and 800 strategies and over 600 indicators aimed at reshaping how the city operates. From anti-racism training to steering contracts toward minority-owned businesses, nothing is off the table.
City Hall insists the report’s proposed measures are all about “fairness,” but the plan reads more like a blueprint for sorting people by skin color and calling it progress. When government starts deciding who pays more (or less), who gets more (or less), and who gets ahead (or behind) based on race, it’s racism no matter how Democrats dress it up.
Martin Luther King Jr. argued for judging people by character, not color – but Mayor Zohran Mamdani and his Democratic pals haven’t gotten the memo.
If policies get implemented in a way that bases government decisions on race, New York City’s Racial Equity Plan will definitely run into significant constitutional and legal concerns. The Equal Protection Clause of the 14th Amendment generally prohibits government actions that treat individuals differently because of race, meaning policies involving race-based hiring, funding, or services would face strict scrutiny – and are often struck down in court.
Similarly, Title VI and Title VII of the Civil Rights Act of 1964 bar racial discrimination in federally funded programs and employment, which could be implicated if the plan leads to race-based resource allocation or workforce decisions.
And the list of problems goes on and on… But, of course, that never stops Democrats from trying to implement their “equity” crusades.
On the other side of things, DOJ Assistant Attorney General for Civil Rights Harmeet Dhillon posted on X [4] about the new Equity plan: “Sounds fishy/illegal. Will review!”
