The socialist/democratic political agenda is continual ultimatums. It’s not a good strategy in an adversarial system that allows for compromise, so just continue to say “NO.” It’s the correct prescription for the sickness.
If The USA is to have any chance of surviving as the Constitutional Republic, State bailouts cannot be offered, or even negotiable.
Our government has already spent trillions during the COVID-19 coronavirus pandemic and Rep. Nancy Pelosi wants another $3 trillion for God knows what.
The States demanding bailouts are broke because they are corrupt and have been run by criminals for decades. Their pension systems have been unsustainable since they were “negotiated,” and even the criminals that extorted them knew it; they just wagered that they would “get theirs” before the system collapsed, and the taxpayers wised up to the scam.

Not only are these states run by criminals, but those who keep voting them back into office hate those of us who are (mostly) conservative. While we proudly now accept the label of “deplorable” that does not mean we are in any way going to accept that our federal tax dollars should be spent to bail out those who slander and defame our president and us.
Illegal invaders on the dole. Teachers not accountable for results. Layers of administrators and bureaucrats so deep no one knows why or what they do; they just need to be there forever, they cannot be fired, but they need to be paid, even though they are quickly labeled “non-essential” (so why are they hired at all?) but still paid full excessive salaries, and do not even bother to show up for “work” during snow, shutdowns, and grossly overblown pandemics, given bonuses, and their obscene early retirement and lifetime pensions guaranteed. Police and fire services withheld if taxpayers don’t pay more, and more, and more. Basic services fee-based because current tax revenues go straight to legacy pensions, and on and on.
And, if any government body cannot afford excessively high pensions, then pensions should be cut and the cut allocated across the board, so every pension gets a cut, bringing it all back down to within budget again, regardless of any pre-negotiated contracts, simply ignore them all once public unions are made illegal.

If that’s still not enough, then let government agencies start cutting useless employees who are unnecessary and lay them all off, permanently, cutting staff size and forcing those who remain to do some work for once the way private sector must do work to earn.
If you recall, just before GM was going to declare bankruptcy and force their unions to renegotiate their contracts, Obama stepped in and bailed out the Unions. They are significant DNC contributors, and the DNC couldn’t take the hit to its revenues. Obama, of course, took the law into his own hands and screwed secured investors. He gave the unions significant percentage ownership of GM, I believe.
A bailout does nothing but prolongs the agony for all taxpayers (and public employees pay no taxes, they just recycle a portion of the taxes confiscated from the rest of us to pay them for whatever it is so many of them “do” that we can’t see or determine any reason for, and to fund those obscene pensions).

The feeding trough must not be continuously refilled. As long as it is, the beat (and the taxpayer beating) just goes on.
No more bailouts. Let it burn.
And let us not forget to give Paul Ryan, the Wisconsin Weasel, credit for handing the House back to the Marxocrats and subjecting us to continued abuse at the hands of the likes of Pelosi, Schiff, Nadler, the Squat, and the CBC.
